FEE-HELP for eligible domestic fee-paying students

Students may apply for FEE-HELP if they enrol in undergraduate or postgraduate fee-paying courses, and if they are:

  • an Australian citizen; or
  • the holder of a permanent humanitarian visa who will be resident in Australia for the duration of their study.

Continuing students who are returning from a break in study and are permanent residents (e.g. not an Australian Citizen or holder of a permanent humanitarian visa) and who have a PELS liability pre-2005 will be eligible to apply for FEE-HELP in 2008.

Continuing students who are returning from a break in study and are permanent residents (e.g. not an Australian Citizen or holder of permanent humanitarian visa) and who do not have a PELS liability pre-2005 will not be eligible to apply for FEE-HELP.

Eligible students in fee-paying places may borrow up to the full amount of the tuition fee for their course using the FEE-HELP scheme. The maximum FEE-HELP entitlement is $81,600 (lifetime, indexed).

If the FEE-HELP loan relates to a unit of study that forms part of an undergraduate course of study, the amount of FEE-HELP debt is the amount of the FEE-HELP loan plus a 20% loan fee per unit.
Postgraduate students do not incur the 20% loan fee.

Students must declare that they have read the booklet “FEE-HELP information 2008” and are aware of their responsibilities under the scheme.

Payment of tuition fees

There are three options for paying tuition fees for eligible students. Students may:
1. Pay all student tuition fees up-front;
2. Obtain a FEE-HELP loan for the full amount of tuition fees for the study period; or
3. Make a partial payment of tuition fees for the study period and obtain a FEE-HELP loan for the balance.

Applying for FEE-HELP

To apply for FEE-HELP a student must:

Log onto Student Connect - Managing Your Studies and complete an electronic FEE-HELP Commonwealth Assistance Form and tick the appropriate box;

  • Provide their Tax File Number (TFN) on that form;
  • Complete the declaration that they have read the booklet “FEE-HELP Information 2008” and are aware of their responsibilities under the scheme and
  • Submit the form by the due date.

If a student does not have a Tax File Number or cannot remember it, they must:

  • Contact their local Australian Taxation Office;
  • Request the Australian Taxation Office to provide them with a “Certificate of application for a TFN” form.

and

  • Attach a copy of the “Certificate of application for a TFN” form to a hard copy FEE-HELP Commonwealth Assistance Form advising ACU National that they have applied for a Tax File Number and submit to the Student Centre;

Their Tax File Number will be issued within 28 days of application and must be available prior to the study period census date for them to defer their tuition fees via FEE-HELP.

If a student chooses FEE-HELP, their enrolment is not complete until they submit their Tax File Number. Their enrolment will be cancelled if they do not submit it, or provide an invalid Tax File Number.

The Commonwealth Assistance Notice (see 2.17) will give details of the final amount of FEE-HELP debt deferred to the student’s Tax File Number.

Cross-Institutional Study - FEE-HELP

Students accepted for cross-institutional units at ACU National, who are fee-paying students at their home institution or have applied for units which are offered on a fee-paying basis, will be subject to the relevant unit fee and fee processing procedures. Students will be able to access FEE-HELP for their tuition fees under the eligibility requirement of the scheme.
